Housing Research

Welcome to the Housing Research section of the New York City Rent Guidelines Board (RGB) website. Below you will find links to current and archived research reports prepared by the RGB, including our annual research summary Housing NYC: Rents, Markets and Trends, plus other research such as the NYC Housing and Vacancy Survey (HVS). We hope you find this section a useful source of data for all your NYC housing research needs.

RGB Reports - The RGB annually prepares six reports: Price Index of Operating Costs, Income and Expense Study, Mortgage Survey, Income and Affordability Study, Housing Supply Report and Changes to the Rent Stabilized Housing Stock in NYC. The most recent versions of these reports, as well as past versions, are available for download at no charge.

NYC Housing and Vacancy Survey - The NYC Housing and Vacancy Survey (HVS) is a triennial survey performed in New York City by the U.S. Census Bureau. The HVS contains comprehensive data on housing, neighborhoods and tenant demographics. Three series of data are produced from each HVS: Person, Vacant, and Occupied Housing. The RGB has placed hundreds of data tables on our site from six HVS's: 1993, 1996, 1999, 2002, 2005 and 2008. In addition, data from the 2011 and 2015 HVS's is also available.

Housing NYC: Rents, Markets and Trends - The RGB's annual publication, Housing NYC: Rents, Markets and Trends, features all of the year's RGB research reports, along with an extensive appendix that includes HVS data. With up-to-date information on economic trends, owner revenues and costs, multifamily mortgages, tenant affordability, and changes in the housing supply, Housing NYC is the most extensive compilation of research on NYC's rental market. Housing NYC: Rents, Markets and Trends is available for purchase at CityStore. An archive of prior editions of Housing NYC is also available for download from our site at no charge.

Other Housing Research - Research reports on rent regulation and related topics by non-RGB authors.
