(a)The vacancy rate is calculated by dividing vacant available for rent units that are not dilapidated by the sum of vacant available for rent units that are not dilapidated and renter occupied units.

(c) The New York City Housing and Vacancy Survey is a sample survey. Since the number of vacant units available for rent in this category is small, the samplin error of the vacancy rate is likely to be large. Thus, interpretation of the vacancy rate should be done with caution.
