NOTE. _ First number in each cell is maximum mean loss to new occupants of regulated units vacated within next two years, second is percentage of occupants of regulated units who will move within two years, and third is mean loss averaged over all occupants of regulated units. Calculations assume that vacated apartments are occupied by households with same income and household size as previous residents and that vacancy decontrol has no effect on who lives where. They ignore unmeasured benefits of vacancy decontrol.
